There are seven constable offices in El Paso County, each representing a different precinct. The constables work in conjunction with the justices of the peace, serve warrants, make arrests and carry out evictions as ordered by the courts. The constables serve a four-year term and are paid $107,133 a year.

Robert Lopez, a Democratic candidate for Constable Precinct 4, did not respond to the questionnaire.
Luis “Louie” Aguilar, 77, a Democrat, is the El Paso County Constable in Precinct 4.
Candidate Questionnaires
Candidates were asked to limit their responses to 100 words. Responses have been lightly edited for grammar.
Robert Lopez: No response.
Luis “Louie” Aguilar: I do not agree with the new law. Texas peace officers do not have the expertise or in-depth knowledge of immigration laws nor access to immigration related databases. Enforcement of immigration laws by Texas peace officers will ultimately create greater ramifications for our local community. Texas peace officers should be responsible for ensuring the safety of residents and visitors of our community, not enforcing immigration laws.
Robert Lopez: No response.
Luis “Louie” Aguilar: I don’t feel there is any specific type of community outreach constables should be required to do because each constable’s office is unique in the sense of the public they serve. Constable offices are divided into specific county precincts and the demographics and community needs within those precincts vary from precinct to precinct. Because of this, it would be difficult to have specific community outreach programs constables would share.
Robert Lopez: No response.
Luis “Louie” Aguilar: I wouldn’t seek to make any changes. The office is currently being managed effectively and efficiently. I instituted an open door policy when I took office 15 years ago and still maintain that policy. We are open to the public and are routinely sought out by citizens and visitors from across El Paso County who are requesting assistance or asking for information. We’re also routinely asked to assist with community projects and events.
Robert Lopez: No response.
Luis “Louie” Aguilar: Constables should be more involved. It is all law enforcements’ responsibility to safeguard our communities. The responsibility lies on all of our shoulders, we are and should be expected to do our part in reducing overall crime in our community. My office is routinely assisting the EPPD and the EP Sheriff’s Office when they are focusing on crime reduction initiatives to address concerns or incidents affecting our residents. My deputies are vigilant and will address crimes in their presence.
Robert Lopez: No response.
Luis “Louie” Aguilar: I am the best candidate for this race because I am the current incumbent and am the only candidate who knows all the duties and responsibilities of this office. I have been the constable of Precinct 4 for the past 15 years and have learned the intricacies of the responsibilities and duties of the office. I am the only candidate who has the experience of managing and supervising employees and a budget.
