KTSM News – Video released of man who died after being tasered by UTEP police

EL PASO, Texas (KTSM) — KTSM has recently obtained body camera footage from a deadly encounter that left a 36-year-old man dead after he was reportedly tasered by UTEP police in 2020, according to the Associated Press (AP).

The AP gathered the video for a larger investigation into deadly police encounters using lethal restraint.

As we have previously reported, Ray Lara, 36, was allegedly running naked near the university and attempted to enter a woman’s car in July 2020.

UTEP police arrived at the scene and Lara allegedly did not cooperate, resulting in him being tasered.

The AP’s investigation revealed that two UTEP police officers used their body weight on Lara, including a knee on his back for 10 minutes after he stopped resisting.

Lara was unresponsive and was transported to a local hospital where he was pronounced dead.

An initial report of the incident did not mention any type of restraint used on Lara.

KTSM has reached out to UTEP asking if any policy changes were made after Lara’s death.

UTEP responded with the following statement:

“The University Police Department follows standard protocols; no policy or procedure changes were made.”
