At today’s Special City Council meeting, the next City Manager will be selected, so there is much at stake.

At today’s Special City Council meeting, the next City Manager will be selected, so there is much at stake.
After a brief discussion of the matter, City Council voted to go into Executive Session. But just after voting to do so, four members of City Council remained for a couple minutes and entered into an intense discussion: Reps. Hernandez, Acevedo, Salcido, and Rivera.

Clearly, Hernandez spoke to three City Council reps with great determination.
Next, Acevedo and Rivera exited the room to join their colleagues in Executive Session. At that point, Salcido DISAPPEARED beneath her desk for several seconds, and then Hernandez ducked beneath the same desk to join her.

The two reps stayed beneath the desk for 23 seconds, presumably engaged in an intense discussion prior to joining the rest of the group in Executive Session.

What were they discussing?

Why were they evading the cameras and hiding from the public and media?
