KTSM News – City pursuing legal action against Jaguars’ company in reopening location under new name

EL PASO, Texas (KTSM) — The City of El Paso is pursuing legal action as the company of Jaguars Gold Club, RCI Holdings, is attempting to open a new location under a new name.

RCI Holdings appears to have plans on opening another strip club under a new name “Chicas Locas,” according to the news release by the City.


El Paso County Attorney’s Office: Jaguars closes down after lawsuit settlement agreement

The County Attorney’s Office had initially filed the lawsuit after a thorough investigation revealed that Jaguars has repeatedly violated the Texas Alcoholic Beverage Code and the Texas Civil Practices and Remedies Code.

As KTSM has previously reported, Jaguars has a documented history of serious criminal activities including prostitution, drug sales and other illegal conduct.

Additionally, the strip club was operating without a Sexually Oriented Business (SOB) ordinance for 12 years, according to the City.

“The City of El Paso is committed to ensuring that any business operating within our jurisdiction adheres to the law, particularly when it comes to protecting the safety and well-being of our community,” said City Attorney Karla Nieman. “The absence of an application for an SOB license for Chicas Locas suggests that RCI Holdings may continue its pattern of disregarding the law.”

According to the City, RCI Holdings has not submitted any application for a SOB license for the new business, raising “significant” concerns of the company’s intention to comply with local laws.

The City is seeking court intervention to press fines on RCI Holdings for previous violations and prevent the company from operating without the necessary licensure.

“We will not allow businesses to operate outside the bounds of the law, especially when the nature of these operations attracts criminal activity which poses a risk to our community,” said Nieman.“We are optimistic that the Court will recognize the seriousness of these violations and take appropriate action.”

According to the City, they are also seeking an injunction to “prevent any additional unlawful activities from occurring at the Chicas Locas location.”
