EL PASO, Texas (KTSM) — The City of Socorro established an ordinance last month regarding the use, treatment, and disposal of pecan shells to prevent infestation along with penalties for those who do not comply with the ordinance.
The City says untreated agricultural byproducts such as pecan shells, almond hulls, and similar organic materials are not allowed to be used for landscaping, gardening, or any other purpose as they can attract pests.
All products that are intended for ground use must be “properly treated to eliminate the risk of pest infestation,” the ordinance said. Treatment methods must also comply with the guidelines established by the City.
Individuals and businesses that intend to use byproducts must maintain documentation certifying that the materials have been properly treated and documentation must be made available to City officials upon request, the ordinance said.
A violation of this ordinance can lead to a Class C misdemeanor and could result in a fine of up to $500 per offense. Each day that a violation continues will be considered a separate offense, the ordinance said.
In addition to fines, the City may require the byproducts to be immediately removed or be properly treated at the owner’s expense.
As we have previously reported, the City of Socorro was hit significantly with a red beetle infestation last year.
