KTSM News – El Paso’s Public Service Board adds new member to fill financial management seat

Posted on April 10, 2025

EL PASO, Texas (KTSM) — The Public Service Board, which oversees El Paso Water, has a new member, the utility said.

Lane Gaddy, chief executive officer and chairman of W. Silver Recycling Inc., will fill the seat on the board that is dedicated to financial management.

“I’m excited to be part of a world class organization that plays a vital role in El Paso’s future and to add my experience and skill set to being a productive part of the organization,” Gaddy said. “El Paso Water leads the way in utility management and I’m looking forward to helping balance good fiscal planning with quality of service and being able to keep rates in line.”

El Paso Water said Gaddy brings “extensive experience in business and finance to his new role on the PSB.”

He has bachelor’s degrees in finance and entrepreneurship from the University of Arizona, an MBA from the University of Texas and a master of professional studies in real estate finance from Georgetown University.

Gaddy moved to El Paso in 2005 to join W. Silver Recycling, where he has played a key role in driving the company’s growth and expanding operations in the U.S. and Mexico, the utility said.

“Lane Gaddy’s experience is a great addition to the PSB, and I’m confident his knowledge will help EPWater continue to responsibly provide sustainable and reliable services to the city,” said EPWater President and CEO John Balliew.

Gaddy serves on numerous boards, including WestStar Bank and Hospitals of Providence Transmountain Campus. He was involved in the Young Presidents’ Organization and serves on the Borderplex Alliance’s Board of Directors.

Gaddy was nominated as El Pasoan of the Year in 2015 and was inducted into the El Paso Business Hall of Fame in 2016.

El Paso Water is governed by the PSB, which consists of the mayor of the City of El Paso and six board members, who are appointed by the City Council. Board members serve four-year terms.
