KTSM News – Sheriff’s Office: 2 arrested after children test positive for drugs

EL PASO, Texas (KTSM) – Two people were arrested and charged with endangering a child after the children living with them tested positive for “multiple illicit drugs,” El Paso County Sheriff’s Office (EPCSO) said.

The Sheriff’s Office said Brandon Garibay, 24, and Clarissa Villalobos, 21, were arrested on April 18 and April 19, respectively, and charged with two counts of abandoning or endangering a child with a bond set at $50,000 each.

Garibay had been previously arrested last month. He was charged with assault of a family/household member impeding breath/circulation, after EPCSO Northwest Patrol Station (NWPS) deputies responded to a domestic violence call at the 1300 block of Southwood Road, EPCSO said. That’s in the Westway area of Northwest El Paso County.

EPCSO said after they conducted an on-scene investigation, he was booked into the El Paso County Detention Facility and later released on a $10,000 bond.

Upon that investigation, deputies notified Child Protective Services (CPS) to assess the safety and welfare of the children at the residence, EPCSO said.

Following Garibay’s release, deputies were dispatched once again to the same residence for a welfare check. Based on additional findings, including the discovery that the children tested positive for multiple illicit drugs, the case was referred to the NWPS Criminal Investigation Unit, EPCSO said.

EPCSO said NWPS detectives, in coordination with CPS, launched a full investigation into the safety conditions within the home, resulting in the arrests of the two individuals.

“CPS has since implemented a safety plan to ensure appropriate guardianship and care for the children involved,” read the news release by EPCSO.
