EL PASO, Texas (KTSM) — The long-delayed Pellicano Drive project could be moving ahead, El Paso County said in a news release on Tuesday, April 29.
The County said a recent ruling by a U.S. Bankruptcy Court confirms that the Camino Real Regional Mobility Authority, which is overseeing the project, was “fully justified” in defaulting against original contractor J.A.R. Construction for “failing to meet its obligations,” the County said.
The original contractor J.A.R. Construction is now in bankruptcy, the County added.
“This ruling brings us one major step closer to holding the contractor accountable and moving this critical road project forward. We know this project has caused significant frustration and disruption in our residents’ daily lives. Your patience has been remarkable, and we do not take it for granted. El Paso County remains firmly committed to delivering the project our community deserves and ensuring that contractors meet their responsibilities to the public,” the County said.
The Pellicano Drive Widening Project is a major infrastructure project that would extend from Loop 375 to Darrington Road in East El Paso, the County said.
This 3-mile project, including enhancements like six divided lanes, raised medians, and bike lanes, has faced considerable setbacks, the County said.
“The residents of far East El Paso deserve infrastructure that matches the rapid growth of our community,” El Paso County Judge Ricardo Samaniego said. “This ruling is more than just a legal victory — it’s a meaningful step toward rebuilding trust and honoring the promises made to this community. I am truly grateful for the patience and resilience of our community as we work to deliver the infrastructure they are entitled to.”
CRRMA, under this new court decision, can now proceed with taking the next steps in legal proceedings to eventually be able to complete the project, the County said.
“There are still several hurdles that must be cleared; however, this project remains a critical priority for the County,” the County said.
