KTSM News – Man accused of locking up son in room for years worked at El Paso County Sheriff’s Office

Posted on June 17, 2025

EL PASO, Texas (KTSM) — The man who was arrested and accused, along with his partner, of locking up their adoptive son in his bedroom for years was an employee at the El Paso County Sheriff’s Office, according to a spokesperson with the Sheriff’s Office.

The spokesperson says Richard Ramirez was employed at the Sheriff’s Office and was immediately placed on administrative leave pending the outcome of an Internal Affairs investigation.

On Monday, June 16, Ramirez submitted documentation to separate from the Sheriff’s Office and is no longer employed at the agency.

The spokesperson says the Sheriff’s Office has been cooperating with the El Paso Police Department regarding the investigation.

The spokesperson did not say what his job was at the Sheriff’s Office.

Adoptive parents accused of locking up son in room for years

As we have previously reported, Richard Ramirez, 51, and Nora Ramirez, 52, were both arrested on June 11 and charged with unlawful restraint of their 15-year-old adoptive son.

The couple was arrested after officers responded to their residence in far East El Paso for a welfare check.

The welfare check resulted in officers discovering that the 15-year-old boy had been locked in his bedroom for extended periods of time, which went on for years.

Both individuals were booked into the El Paso County Detention Facility under $100,000 bonds.
