EL PASO, Texas (KTSM) — The El Paso County Commissioners Court voted on Monday, June 30 to approve and authorize $1 million to support the design phase of the proposed Downtown Deck Park Plaza.
The proposed project would be built over part of Interstate 10 and reconnenct Downtown neighborhoods, the County said.
The action also authorizes County staff to negotiate an agreement with the City of El Paso and Deck Park Foundation for the County’s participation in the design portion of the project, the County said.
This initial investment does not commit the County to future funding, the County said.
Instead, it allows the County to actively participate in the design phase and obtain essential information about costs, construction feasibility, and governance options, which will be critical in making any future decisions, according to the County’s announcement.
The $1 million contribution will come from the County’s certificates of obligation issued in 2023 and will ensure a “collaborative design process,” the County said.
This will include coordination with other project partners and timely access to updates, the County said.
The total projected design cost is $20 million, the County said.
The Deck Park Plaza project originated from TxDOT’s Reimagine I-10 Corridor Study and has received over $1.3 million in initial feasibility funding from the federal RAISE grant program and the Paso Del Norte Foundation, the County said.
The design phase builds upon community engagement conducted in 2023 and 2024, which emphasized the “public’s desire for green space, cultural programming, recreation areas, and enhanced connectivity,” the County said in its news release.
Construction cost details and additional design information are expected in fall 2026.
