Border Report – Ukraine cyber sleuths nab fugitive alleged American child sex offender

EL PASO, Texas (Border Report) – Using digital technology, authorities in Ukraine have arrested a former daycare worker charged with 15 counts of sexual abuse of children in Arizona.

Daniel George Brewster, 66, has been a fugitive since skipping a court date in Pima County, Arizona, in connection with multiple charges of sexual contact with a minor and molestation of a child in 1992.

Brewster left the United States using forged documents in the name of a Mexican citizen. He was found late last month by a Ukrainian cyber police unit in cooperation with the FBI, the Office of the Prosecutor General said in a statement.

“The location of the wanted man was established using digital technologies, including the analysis of data from open sources. In Ukraine, the man lived under fictitious personal data in a private house in the Kyev region,” the statement said. “After identifying the person, law enforcement officers conducted a search and detained him at his place of actual residence.”

Prosecutors have petitioned a Ukrainian court to keep the fugitive behind bars until he is extradited to the United States.   

The Office of the Prosecutor General said it received documents from American law enforcement agencies alleging Brewster “committed a series of sexual crimes against four children ages 4 to 9 between 1984 and 1991” in Pima County, which includes Tucson.

Once the Ukrainian cyber police unit located the fugitive, officers went to a house where he lived under yet another fictitious name and detained him.

“The Office of the Prosecutor General will continue to ensure the proper implementation of international legal cooperation in the field of criminal justice, in particular regarding the extradition of persons who have committed serious crimes, including those that violate the sexual freedom and integrity of children,” the Ukrainian agency said.

In addition to the state child sex crimes in Pima County, a case has been filed against Brewster in U.S. District Court for the District of Arizona under the Fugitive Felon Act (18 USC 1073) for interstate or foreign travel to avoid prosecution.

A previous, more specific federal case against Brewster for interstate travel with intent to avoid prosecution for crimes of sexual conduct with a minor was closed in 2014, court records show.
