Posted on July 22, 2025

EL PASO, Texas (KTSM) — A 24-year-old man has been arrested and is facing a charge of illegally dumping trash at an East El Paso shopping Center, the El Paso Constable’s Office for Precinct 4 said.

Oscar Fernando Chavez, 24, of El Paso, was arrested and was booked into the El Paso County Detention Center under a $1,500 bond, the Constable’s Office said.

On Sunday, July 20, an off-duty deputy from the El Paso County Constable’s Office for Precinct 4 saw a vehicle parked alongside an open trash container at a shopping center at 1840 N. Lee Trevino.

The deputy observed a “suspicious” man get items from the trunk and put them in the trash container.

The deputy documented the suspicious activity and wrote down the vehicle’s registration.

The next day, the deputy went back to the shopping center and did a follow-up.

The property manager confirmed that the man was not an employe and did not have authorization to dispose of items in the trash bin, the Constable’s Office said.

Upon further investigation, it was determined the man had disposed of bags of clothing,
sheet rock material and other building materials, the Constable’s Office said.

The suspect was identified as Chavez and arrested.
