ANTHONY, Texas (KTSM) — Anthony Independent School District teachers and staff will see a pay increase for the 2025-26 school year, the district announced in a news release.
The new school year officially starts on Monday, July 28.

Anthony ISD said the pay increase is a result of the Texas House Bill 2, and a new compensation plan approved by the district’s Board of Trustees.
In addition to the pay increase, all district employees will continue to have their basic health insurance plan covered by the district this school year, according to the news release.
Anthony ISD said that under House Bill 2, a public school funding bill recently approved by the Texas Legislature, teachers who work in school districts with 5,000 or fewer students are set to receive a Teacher Retention Allotment funded by the state.
The district has a student population of fewer than 800. HB2, combined with an already competitive salary scale, has led Anthony ISD to become the highest-paying district for teachers in the El Paso area, according to the news release.
Here’s a look at what teacher pay will look like at Anthony ISD, according to the news release:
- Teachers with 5+ years of experience will receive an $8,000 increase.
- Teachers with 3–4 years of experience will receive a $4,000 increase.
Anthony ISD said that its Board of Trustees also approved a 2 percent increase for all other district personnel, including teachers who do not qualify for the state’s HB2 retention allotment due to having less than 3 years of experience.
However, as part of the “board’s continued commitment to being responsible stewards of the school budget,” teachers receiving the HB2 allotment will not receive the additional 2 percent raise, according to the district.
Anthony ISD said the district also approved an increased contribution toward employee health insurance, meaning the district will once again fully cover the basic plan despite rising insurance costs. The district will now contribute $452 per month, or $5,424 annually, per employee.
“We are thankful to our state legislature for passing this law to incentivize teachers to stay
in the classroom, and we’re thankful to our Board of Trustees for supporting our other district staff while being realistic of the capabilities of our school budget,” Superintendent Dr. Oscar A. Troncoso said. “As the highest paying district in El Paso County, we are committed to attracting the most dedicated and talented teachers and staff. We are starting the school year on a positive
note, and we will continue to provide our students with the best education possible.”
Anthony ISD said it also offers other opportunities that can help teachers earn more in exchange for positive student outcomes, such as the Teacher Incentive Allotment (TIA) bonuses, which rank among the highest in El Paso County due to its rural status.
The district also has opportunities for extracurricular activities stipends.
District employees are set to see the changes reflected in their paycheck starting the new school year, according to the news release.
