KTSM News – SISD to implement new bill prohibiting phones in classrooms

EL PASO, Texas (KTSM) — The Socorro Independent School District (ISD) says it will be implementing Texas House Bill 1481 in classrooms this year and has released its disciplinary guidelines if a student decides not to follow the policy.

The school district says after the first offense, the device will be confiscated, and it will be returned to the student at the end of the day.

During the second offense, a student can face insubordination, and a parent will be required to pick up the device.

If a student continues to use a device during school hours, they could face in-school suspension, among other disciplinary actions.

Texas House Bill 1481 will require all public schools in Texas to adopt policies prohibiting students from using wireless communication devices during school hours.

“This includes, but is not limited to, devices such as cell phones, smartwatches, tablets, earbuds, and any other electronic device capable of telecommunication or digital communication,” the school district said.

The school district says it will comply with the new law starting on the first day of school on Aug. 4, and has shared key points of its policy that will be in compliance with the bill. Those key points are the following:

  • Prohibition during school hours: Students are prohibited from using personal communication devices during the school day, including before school, during passing periods, lunch, and instructional time.
  • Storage of devices: Students are permitted to bring devices to school, but they must be powered off and stored securely and out of sight, such as in a backpack or locker.
  • Special circumstances: Exceptions are made for devices required for the implementation of an Individualized Education Program (IEP), Section 504 plan, or for medical needs documented by a physician.
  • Communication with students: We understand that in case of an emergency or urgent communication needs, parents will need to communicate with their students. In case of urgent communication needs, parents and guardians of elementary and middle school students may contact the school office, where staff will assist in delivering messages. High school students will be allowed to use their cell phones/devices during their lunch period. In the case of an emergency, SISD will allow all students to use their cell phones/devices.
  • Personal property: Students are responsible for their personal devices. To prevent loss or confusion, students should take extra care not to leave behind their cell phones or devices and avoid mistaking someone else’s for their own. Socorro ISD shall not be responsible for lost, stolen, or damaged personal communication or electronic devices brought on district property or buses.
  • Disciplinary action: Violations of this policy will result in disciplinary action in accordance with the Socorro ISD Student Code of Conduct, which may include confiscation of the device and parent notification. Please see the graphic below describing the violation consequences.

“We understand that this change may require adjustments for students and families, and we are here to assist through the implementation. Our goal is for all students to receive a comprehensive and exceptional education to prepare them for future success. Our partnership and collaboration will be instrumental as this new state law is implemented to create a more focused and engaging learning environment for students,” the school district said.
