The veto came as a shock. It was late June, and the long-embattled water warriors of Hays County were still celebrating a surprise victory at least a decade in the making. Their allies at the state capitol had managed to pass legislation finally giving locals more power to manage groundwater in the rapidly depleting Trinity Aquifer, the lifeblood of iconic swimming holes Jacob’s Well and Blue Hole, as well as thousands of homes in the county. They’d done so with the overwhelming backing of the conservative Texas House, the unanimous consent of the even more right-wing Senate, and almost every politician in Hays County, both Democratic and Republican. Scientists, regulators, and conservationists have been warning for decades that booming parts of the Hill Country cannot sustain…
