On Sunday, Texas House Democrats left the state to deny the lower chamber a quorum to conduct legislative business, thus putting the GOP plan to redraw the state’s congressional maps during the summer’s special session in limbo. Quorum breaks have long been a tool in the kit of minority lawmakers in Texas, but this is the second one in four years—and the first since the Lege passed additional penalties for lawmakers who flee the state.
