There was a time, decades ago, when Frank Floyd could step outside his Corpus Christi surf shop, on South Padre Island Drive, and witness a water-sports revolution. “If you looked out for ten minutes, you’d see thirty cars go by with windsurfing gear,” says Floyd, who owns Wind and Wave Watersports.
