EL PASO, Texas (KTSM) — The Texas Department of Transportation (TxDOT) El Paso District wants your feedback on a project that would make improvements and upgrades to Interstate 10 through Downtown El Paso.
Community members are invited to participate virtually or in-person, with materials presented being the same for both. TxDOT will present the results of the Draft Environmental Impact Statement (DEIS), share design updates, and present plans which include multi-modal connectivity, the agency said.
The in-person option will be held in an open house format from 4 to 7 p.m. on Tuesday, Sept. 16, at the El Paso Convention Center (Juarez Room), located at One Civic Center Plaza.
The virtual hearing will be posted online by 4 p.m. on Tuesday, Sept. 16 until 11:59 p.m. on Tuesday, Oct. 14. The virtual meeting can be accessed by clicking here and using keyword search “Downtown 10.”
The virtual public hearing and in-person option will be conducted in both English and Spanish.
Members of the public without internet access may call (915) 790-4436 between the hours of 8 a.m. and 5 p.m., Monday through Friday to ask questions and access project materials during the project development process.
The TxDOT project proposes improvements along I-10 from Executive Center Boulevard to State Loop 478 (Copia Street) to “improve mobility and long-term congestion management, reduce potential conflict points, improve incident management, and bring the highway up to current design standards,” TxDOT said.
The Downtown 10 project is about six miles long and would widen I-10 from three to five lanes to four to six lanes in each direction, adding two-lane frontage roads in each direction, ramp and operational improvements, and bicycle and pedestrian paths.
Unlike a public meeting, a public hearing is held to gather community comments from all interested parties for the official public record prior to a final decision on a project, TxDOT said.
Written comments from the public regarding the proposed project are requested and may be submitted by mail to: Downtown 10 Project, 17111 Preston Road, Suite 300, Dallas, Texas 75248. Written comments may also be submitted by email to downtown10@txdot.gov.
All written comments must be received on or before Tuesday, Oct. 14. Members of the public may also call (915) 990-1440 and verbally provide testimony until 11:59 p.m. on Tuesday, Oct. 14.
After the hearing, TxDOT will evaluate public input, refine the design alternatives, confirm the identification of the preferred alternative, and complete a Final Environmental Impact Statement.
