KTSM News – City OKs agreement for DPS headquarters to be built in Northeast El Paso

EL PASO, Texas (KTSM) — The City of El Paso has approved an agreement that would move forward plans to build a new Texas Department of Public Safety regional headquarters within a master-planned community in Northeast El Paso.

The City approved an amendment to its 2020 agreement with FSW Investments and Franklin Mountain Communities that would allow for DPS to build a new headquarters within the Campo del Sol community.

The City says this would allow for 300 existing jobs to be retained, create 200 more jobs and create 1,500 temporary construction jobs.

The amendment accommodates the sale of approximately 45 acres at the corner of Martin Luther King, Jr. Boulevard and Loma Real Avenue to the State of Texas for the development of the facility, while ensuring all existing obligations for residential units, commercial acreage, infrastructure, amenities, open space, and parkland remain intact, the City said in a news release. 

A $10 million appropriation approved during the 89th Legislative Session is enabling DPS to purchase the property, while this amendment helps strengthen the agency’s case for future construction funding, the City said.

The planned state-of-the-art DPS campus will include an 82,000-square-foot regional headquarters, an 8,000-square-foot Drivers License Mega Center, and a crime laboratory to serve 92 law-enforcement agencies across the region.

According to the City, the facility is expected to:

  • Retain 300 existing jobs and create 200 new jobs.
  • Generate an estimated $18 million in indirect economic impact.
  • Support 1,500 temporary construction jobs.
  • Improve forensic processing times, helping local law enforcement agencies resolve cases more efficiently.

“This project is a tremendous win for Northeast El Paso. It will create hundreds of good-paying jobs, strengthen our economy, and expand public safety services across the region,” said city Rep. Cynthia Boyar Trejo, who represents the Northeast. “The DPS regional headquarters will be a cornerstone of growth for the district I proudly represent, and I welcome this significant state investment in our community.”

City officials confirmed the amendment will not reduce the developer’s commitments under the original agreement and that Campo del Sol will continue to deliver its promised housing, commercial areas, and community amenities alongside this new state facility.
