EL PASO, Texas (KTSM) — El Paso County and the Camino Real Regional Mobility Authority are taking the next step in advancing the long-delayed Pellicano Drive widening project.
The original contractor filed for bankruptcy and was unable to complete the project.
The County and CRRMA have entered into an agreement and negioated a takeover agreement with the surerty bond holder.
That clears the way for the next phase of the project to move forward, the County said in a news release.
That portion of the project would be the westbound segment between Aircopue and Loop 375, which is being called Phase 1.
Construction will officially resume under Hawk Construction, the contractor identified by the
project’s surety company.
The agreement includes authorization by the County to use $6 million in vehicle registration fee (VRF) general funds for the project. Phase 1 of the project is now underway and must be completed by Hawk Construction by September 2026, the County said.
Here is a look at a timeline and key milestones, as provided by the County:
- Aug. 8 – Interlocal agreement executed between the County and CRRMA.
- Aug. 13 – Takeover agreement executed between CRRMA and the surety.
- Aug. 22 – Insurance documentation submitted by the surety.
- Aug. 27 – CRRMA issued official notice to proceed to the surety.
- Sept. 5 – On-site walkthrough of Phase 1 conducted with stakeholders to review
project limits and requirements. - Sept. 12 – Pre-construction meeting held to coordinate project completion schedule,
construction protocols, identify project managers, and formally initiate the one-year
completion clock for Phase 1. - September 2026 – Hawk Construction to complete Phase 1 construction activities.
In addition to Phase 1, the CRRMA is advancing the design phase of Phase 2, which consists of
all remaining work originally designed for the Pellicano project. These design plans are expected to be completed in late 2025 and will guide project negotiations with the surety to identify the final resolution of the remaining outstanding project work, the County said.
“El Paso County remains committed to delivering this critical roadway expansion project while
protecting taxpayer investments and ensuring public accountability,” the County said.
