EL PASO, Texas (KTSM) — A 21-year-old man was recently arrested after he dumped 21 cement rocks in a desert area, according to the El Paso County Sheriff’s Office (EPCSO).
On Friday, Oct. 10, deputies responded to the 200 block of Farnborough Street about a report of illegal dumping.
Upon arrival, deputies met with the reporting party, who stated that a man had been seen dumping rocks into a nearby desert area. The man, later identified as 21-year-old Carlos A. Moreno, was later located at a nearby construction site, where deputies saw cement debris matching that found in the desert, according to EPCSO.

Further investigation revealed that Moreno had unlawfully dumped 21 cement rocks, totaling around 14.85 cubic feet of debris, according to EPCSO.
Moreno was arrested and charged with illegal dumping. He was booked into the El Paso County Detention Facility with a $1,500 bond.
“The Sheriff’s Office has zero tolerance for illegal dumping,” said Sheriff Oscar Ugarte. “We are committed to protecting our environment and preserving the beauty of our community. Individuals found responsible for polluting our county will be held accountable.”
