KTSM News – El Paso City Council approves $316M plan for airport improvements

EL PASO, Texas (KTSM) — The El Paso City Council has approved a $316 million investment plan designed to “strengthen the region’s air transportation infrastructure, expand economic opportunities, and enhance the passenger experience” at the El Paso International Airport.

EPIA’s Fiscal Year 2025-2030 Capital Improvement Plan (CIP) includes: over $160 million in airfield safety and efficiency projects; $77 million in terminal upgrades; and $78 million in non-aeronautical developments aimed at diversifying airport revenue streams, according to the City of El Paso in a news release.

“This plan reflects our continued commitment to making smart, forward-looking investments that support regional growth and improve the experience for travelers, tenants, and businesses,” City Manager Dionne Mack said. “Through strong planning and collaboration with our federal partners, El Paso International Airport is positioning itself as a key driver of economic development for the entire border region.”

The approved plan leverages a mix of local and federal funding sources, including the following, according to the City:

  • $131 million from the Federal Aviation Administration through the Airport Improvement Program, Discretionary and Supplemental Funding, and the Bipartisan Infrastructure Law.
  • $100 million in Airport Enterprise funds.
  • $27 million in grants from the Department of Energy, Economic Development Administration, and Texas Commission on Environmental Quality.
  • Additional contributions from the Passenger Facility Charge, Customer Facility Charge, and Tax Increment Reinvestment Zone (TIRZ) #14.

The City said key ongoing and planned projects include:

  • Airfield improvements: Enhancing safety and operational efficiency through pavement reconstruction, taxiway realignments, and ramp rehabilitation projects.
  • Terminal modernization: Continuing multi-phase improvements that include lighting, ceiling, and accessibility upgrades, as well as future terminal restroom renovations and interior wayfinding enhancements.
  • Sustainability initiatives: Adding solar-covered parking, electric shuttle vehicles, and a new Airport Sustainability Master Plan to guide long-term environmental progress.
  • Advanced manufacturing district: Launching the Build Back Better-funded 250-acre campus that will support new industrial and aviation-related development.

“The Airport currently manages $130 million in state and federal grants and continues to proactively prepare shovel-ready projects to remain competitive for additional funding opportunities,” read the news release.
