EL PASO, Texas (KTSM) — El Paso County is “actively moving forward” on dozens of community-focused initiatives and projects that will improve parks, improve public health and safety and expand County facilities, El Paso County said.
On Thursday, Oct. 16, the El Paso County Commissioners Court received an update from the County’s Bond Performance Team on the voter-approved 2024 Capital Improvement Program.
2024 El Paso County Capital Improvement Bond
In November 2024, El Paso County voters approved three propositions from the Capital Improvement Bond Program: Proposition A for parks and recreation improvements, Proposition B for a new Medical Examiner facility, and Proposition E for the County’s first dedicated animal shelter. Together, these projects represent a $155 million investment in community spaces, public health, and animal welfare, the County said.
Here is a rundown of some of the projects that are underway, according to the County:
RFP – construction manager at risk (CMAR) for the Office of Medical Examiner
- RFP opened on Sept.11.
- Received seven proposals that are currently under review
- Next steps – PRC Committee approval
Risinger Park
- Community meeting is scheduled for 6 p.m. on Oct. 21 at Fabens Roads and Bridges Training Room, 1331 N. Fabens St.
- Next step – Updated proposal for review
- On track for Commissioners Court approval
Westway Park
- Community meeting is scheduled for 10 a.m. Oct. 25 at Gallegos Park Community Center, 7361 Bosque Rd.
- Next step – updated proposal for review
- On track for Commissioners Court approval
Agua Dulce Park
- Community meeting scheduled for 11 a.m. on Oct. 21 at Agua Dulce Community Center, 15371 Kentwood Ave.

Design and construction phases for several projects are expected to begin later this year. The County said it will continue to provide monthly updates during Commissioners Court meetings and other methods of communicating with the public.
