KTSM News – Doña Ana County voters asked to approve $140M in bonds

Posted on November 3, 2025

EL PASO, Texas (KTSM) — Voters in Doña Ana County are being asked to pass two bond initiatives totaling $140 million during the election on Tuesday, Nov. 4.

The first, totaling $105 million, would be used to finance new recreation centers in the North and South County, upgraded parks and outdoor spaces, revitalized community centers and wastewater system improvements.

The second ballot question totals $35 million and will be used for upgrades to the County fairgrounds, including facility improvements and conversion of the old speedway to an amphitheater. It will also be used for road access improvements along the planned High Mesa Road.

“In November, voters will have the opportunity to help us prioritize quality of life initiatives for our community. The approval of these bonds means investing directly in recreational opportunities and quality of life,” County Manager Scott Andrews said.

Gadsden ISD

Voters in Gadsden ISD are being asked to approve a $75 million bond for building construction and development. District officials said the bond will not increase property tax rates.

If approved, the bond money would be used for erecting, remodeling, making additions to and furnishing school buildings; purchasing or improving school grounds; purchasing computer software and hardware for student use; and providing matching funds for capital outlay projects.

Las Cruces Public Schools

Voters in Las Cruces Public Schools are being asked to approve two ballot questions.

The first would impose a property tax rate of $3 for each $1,000 net taxable property value for the next six years for capital improvements.

The second question would authorize $65 million in bonds for the purpose of erecting, remodeling, making additions to and furnishing school buildings; purchasing and improving school grounds; purchasing school software and hardware for student use; and providing matching funds for capital projects.

LCPS said the ballot measures will not increase the tax rate.

One priority the district has identified is using school bond funding to start the first phase of renovations at Mayfield High School.

Voting centers will be open from 7 a.m. to 7 p.m. Tuesday, Nov. 4 in Doña Ana County. You can click here to find a voting center near you.
