EL PASO, Texas (KTSM) — A 59-year-old man is facing kidnapping and other charges stemming from an incident over the weekend in Chaves County, New Mexico.
New Mexico State Police said that at about 11:30 a.m. on Sunday, Nov. 9 they responded to a violent domestic incident after scanning neighboring agency radio traffic.
State Police officers learned through the Pecos Valley Regional Communications Center (PVRCC) that a woman had called 911 and was saying her ex-boyfriend had pulled out a knife and was threatening to kill her.
During the 911 call, the suspect could be heard threatening to kill the victim and yelling at her for calling law enforcement, State Police said.
The regional dispatch authority tracked the phone call and relayed information that they were in a vehicle traveling north on U.S. 70.
State Police officers found the vehicle off a dirt road near U.S. 70 and conducted what they called a “high-risk stop.”
The suspect — identified as Odis Ray Cloud — was taken into custody without further incident.
The woman victim has found in the vehicle and was taken to safety by State Police officers.
Initially, the victim reported that another man had been involved in the incident and had fled the scene before officers arrived.
However, while the 911 call was still open, dispatchers heard Cloud tell the victim to make up a story because he didn’t want to go back to prison.
Through additional investigative efforts and rapport built by State Police officers, the victim admitted the story was false and confirmed that Cloud was the suspect police were looking for.
Cloud was arrested and booked into Chaves County Detention Center on charges of kidnapping, aggravated battery against a household member, interference with communications, intimidation of a witness and DWI.
