
Josue Borrego, who has served as a top school administrator in Houston, has been chosen to serve as the next superintendent of the Canutillo Independent School District.
The Canutillo ISD board voted unanimously Tuesday to name Borrego as the sole finalist for the position.
“This decision reflects a shared commitment to doing what is best for the district and keeping the well-being of Canutillo in the center of all this work. We believe our lone finalist is well prepared to help us tackle our most significant challenges, including our budget shortfalls and the management of the bond,” Board President Sergio Martinez said.
Texas law requires school boards to wait 21 days before hiring a finalist as superintendent. The board expects to hire Borrego in January after the Christmas holiday, at which time the board will work to finalize his contract, including a base salary, benefits and employment term.
Borrego will succeed Pedro Galaviz, who announced his retirement in April, citing the political climate around education and the management of the Canutillo ISD school board as the reason for his departure. Galaviz made over $207,000 a year.
Once officially hired, Borrego will oversee 10 campuses with about 5,700 students, operating on a $65.8 million budget.
The district made a series of budget cuts and laid off employees in March after voters in May 2024 narrowly approved a $387 million bond proposal to build new schools and renovate existing ones to address declining enrollment.
Borrego has worked in administrative positions at Houston ISD for over two years, most recently serving as associate superintendent of schools through September, according to his LinkedIn profile.
Before that, he worked at the Dallas Independent School District for over 10 years in various positions, including assistant principal.
Houston ISD was taken over by the Texas Education Agency in 2023 due to years of poor academic outcomes at one of its campuses and allegations of leadership misconduct. Since then, the district has been operated by a superintendent and board appointed by Texas Education Commissioner Mike Morath.
In June, Morath extended the takeover until 2027, saying the district had made progress but still needed to improve, including ensuring none of its campuses have a failing score in the state’s accountability rating system.
Borrego has a master’s in higher education and higher education administration and a doctorate in education from Dallas Baptist University.
He obtained his superintendent certification in 2023, which is valid until 2032, according to the State Board for Educator Certification.
Canutillo ISD is the second area school district to select a superintendent in the last month. The EPISD board in November named Brian Lusk, a Dallas Independent School District administrator, as the sole finalist for the position. He is expected to be officially hired Dec. 9.
