El Paso Matters – Can public commenters use electronic presentations at El Paso City Council meetings?

A member of the public may not use electronic media for a presentation at El Paso City Council meetings, according to the city’s public comment policy.

Any presentation must be submitted to the City Clerk’s Office as a printed document to be scanned and shown through an overhead projector during the meeting, according to the City Council’s rules of order.

The public is prohibited from submitting electronic storage devices, such as USB drives or discs, for cybersecurity reasons, the rules of order state.

The Town of Horizon City and the City of Socorro, both in El Paso County, allow the presentation of electronic media with advance notice to provide any necessary equipment to support the request, according to a statement from city clerks Elvia Schuller and Victor Reta, respectively.

State law allows governmental bodies to adopt their own rules regarding the public’s right to address them.
