Border Report – HSI, ICE arrest Mexican man with past conviction of hurting child

Posted on September 17, 2025

EL PASO, Texas (KTSM) — A 64-year-old Mexican national who was convicted of felony injury of a child back in 1985 was arrested by Homeland Security Investigations and Immigration and Customs Enforcement agents in El Paso, an ICE official said.

Hector Rodolfo De La Torre, 64, remains in ICE custody pending immigration proceedings.

On Sept. 11, ICE Homeland Security Investigations (HSI) special agents conducted a targeted enforcement action, successfully apprehending a man from Mexico who was in the country illegally and with a history of harming children, an ICE official said.

The individual, identified as De La Torre, has been unlawfully present in the United States since January 1985, ICE said.

De La Torre was previously convicted of felony injury to a child in August 1985, an ICE official said.

Following his arrest, ICE Enforcement and Removal Operations (ERO) officers issued him a notice to appear in immigration court. He remains in ICE custody pending immigration proceedings, with a court date scheduled for Oct. 21.

“HSI and ICE ERO remain steadfast in their commitment to safeguarding our communities by removing public safety threats and ensuring individuals who violate immigration laws are held accountable. Efforts are underway to return De La Torre to Mexico, where he belongs,” the ICE official said.
