Zapata County Commissioners have passed a resolution opposing the placement of federal border buoys in the Rio Grande in this rural South Texas county. The vote was led by Zapata County Judge Joe Rathmell, a rancher and borderland owner, who worries how buoys could affect water flow for the region and their drinking water supplies.
