El Paso Matters – Opinion: Head Start changes could threaten quality, access and support for vulnerable children

Working families across the country entrust their young children to their local Head Start programs, knowing that they will receive quality education and nurturing care. Historically, the Head Start program was designed to break the cycle of poverty, ensuring that children from low-are provided comprehensive programming that addresses emotional, social, physical health, mental health and nutritional needs. 

However, in August 2026, the Department of Health and Human Services published a rule proposal titled “Reducing Federal Burden for Head Start Programs.”

This proposed rule is the most significant revision of the program’s governing regulations in 61 years and, according to the Trump administration, a step toward removing unnecessary bureaucracy while “refocusing the program on its core mission of preparing America’s most vulnerable children for success.”

While the proposed rule is presented as an effort to reduce administrative burden, its impacts could be significant for hundreds of thousands of children who depend on these programs.

For example, adopting this rule would weaken and constrict the Head Start program nationwide by dismantling staff credential requirements, eliminating evidence-based teacher-to-child ratios, severely limiting administrative funding, and reducing multilingual services for children.

The proposed rule also would reduce interventions for children with developmental needs and disabilities. It also would strip away prenatal and postpartum support for low-income mothers and create more gaps for unhoused children. 

Not only would this proposed rule weaken the core of Head Start, it lays out a framework that could deepen gaps and lower standards. Furthermore, reducing parent engagement, governance and leadership undermines true “local control,” which, ironically, is one of the stated reasons for the proposed rule change.

This sweeping rewrite directly contradicts what Latino families are asking for. Our 2026 National Latino Family Report shows that this proposed rule would negatively impact children, families, and communities and goes against the policy priorities among Latino parents and caregivers.

This is exhibited by 43% of respondents identifying access to quality, affordable childcare and early learning as a top priority for child well-being. 97% of respondents, across political lines, agreed that Congress and the president must prioritize expanding access to quality early childhood programs; 69% rated this issue as “very important.”

This rule proposal runs counter to decades of evidence demonstrating that strong performance standards improve quality and outcomes for children and families, and eliminates key support services for infants, toddlers and families that respond to their diverse needs.

The good news is that this proposed rule is not final, and the public has an opportunity to submit comments through the Federal Register until Oct. 6.

Over 60 years ago, a promise was made to fight poverty, reduce gaps, improve quality, and support our children. This is a promise made to all children and should not be compromised by cuts to the standards and supports that have helped Head Start serve children and families for generations.
