EL PASO, Texas (KTSM) – Three El Paso Community College (EPCC) Board of Trustees members were sworn in during the board meeting held on Wednesday, May 28, at the EPCC Administrative Services Center.




District 4 – Jesus Mendez
Jesus Mendez, who was appointed to the EPCC board last year to fill a vacancy, was elected to a full term representing District 4, EPCC said.
Mendez, who is the owner of Winsupply of West El Paso and vice president of Common Cents Investment Group, took the victory against Eduardo A. Flores, an EPCC employee, and Luther Marcena in the May 3 election.
EPCC said Mendez’s educational journey includes Western Tech, EPCC — where he received his certification in welding — Austin Community College, and UTEP.
Mendez said his time on the board has been fantastic and he looks forward to working with his fellow trustees.
“I just want to continue to support every student that comes to EPCC, that they have all the resources they need, and will graduate and be successful,” Mendez said.
District 5 – Carmen Olivas Graham
Carmen Olivas Graham, who is also a Socorro Independent School District administrator as director of Administrative Services, ran unopposed in the May 3 election and will serve the six-year term and continue to represent District 5, EPCC said.
EPCC said Olivas Graham has worked in education for 40 years. She said she was motivated by her love for education in the community.
“EPCC is extraordinary in every way. We are an exemplary Board that has a laser-focused vision on student success and demands excellence,” Olivas Graham said. “As a trustee, I am committed to delivering on what we are elected to do, which is to work with the leadership to empower our community with access to affordable, top-quality education.”
District 6 – Diana Mooy
Ysleta Independent School District Associate Superintendent of Technology Information Services Diana Mooy was elected to represent District 6, EPCC said.
Mooy won against Eduardo Mena in the May 3 election.
EPCC said Mooy is a 17-year veteran in education and began her career in 2007 as a teacher at Socorro ISD before being promoted to several positions over the years.
Mooy joined Ysleta ISD in 2020 as a coordinator in the Office of Student Services and was later promoted to director, EPCC said.
“I took a year here at EPCC between my transition from high school to UTEP, so it’s absolutely the best place to start!” Mooy said. “As a trustee, I want to be a bridge between education and opportunity, connecting students of all ages to the resources they need to thrive. I’ll advocate for programs that support early college, adult learners, and career pathways that meet real community needs. My goal is to lead with a servant heart and ensure EPCC remains a place where learning transforms lives.”
In addition, new board officers were also elected during the meeting, EPCC said.
EPCC said Judge Brian Haggerty will continue to serve as chair of the Board of Trustees. Bonnie Soria Najera was elected to serve as vice-chair and Olivas Graham was elected as secretary.
