EL PASO, Texas (KTSM) — Nine Anthony Independent School District teachers were awarded state financial incentives for positive student outcomes, according to the school district on Friday, April 4.
According to Anthony ISD, the teachers’ work met the requirements of the Teacher Incentive Allotment (TIA) program, a “state initiative that rewards educators with significant financial incentives based on student outcomes.”
To qualify for the incentive, school districts “must implement a system based on teacher observations and student growth measures” that are reviewed and approved by the Texas Education Agency, according to Anthony ISD.
In addition, funding allotments are also based on designations, the rural status of the campus and the level of student economic needs, the district said.
Once eligibility requirements are met, teachers can receive one of three designations with their respective incentive amount:
- Recognized – $7,798
- Exemplary – $15,328
- Master – $27,546
The following Anthony ISD teachers were awarded and recognized as part of the district’s 2025 TIA cohort:
- Alberto Villalobos – Recognized Designation, Anthony Middle School
- Brenda Lopez – Recognized Designation, Anthony Middle School
- Julie Garcia Martinez – Recognized Designation, Anthony Middle School
- Priscilla Terrazas – Recognized Designation, Anthony Middle School
- Magdalena Hernandez – Exemplary Designation, Anthony Middle School
- Michael Stephenson – Exemplary Designation, Anthony High School
- Miguel Bustillos – Exemplary Designation, Anthony Middle School
- Janella Saad – Master Designation, Anthony Secondary Schools
- Soraya Yanar – Master Designation, Anthony Secondary Schools
According to the school district, the 2025 TIA cohort includes teachers in physical education, fine arts, AP Spanish language and culture, math, English language arts, and science.
“The TIA program is more than just a financial incentive; it’s a powerful tool for attracting and
retaining top talent,” Fernando Garnica, Anthony ISD’s director of Human Resources, said.
The TIA program is awarded in addition to a teacher’s annual salary and other stipends, according to Anthony ISD.
Anthony ISD’s cohort grew from last year, adding four more teachers to the cohort, the district said.
“We are proud to recognize our teachers who have earned a designation. These designations
reflect a commitment to excellence and dedication, resulting in measurable student growth
and achievement. Anthony ISD recognizes the dedication, passion, and excellence that our
teachers bring to the classroom every day and we celebrate their hard work and the positive
impact they have on our students’ lives,” Garnica said.
