EL PASO, Texas (KTSM) — The City of El Paso has named a long-time City employee to serve as its new purchasing director.
Claudia A. Garcia will serve as the new purchasing director, effective Sunday, Feb. 23.
The City said in a news release that Garcia “brings extensive experience and leadership to the position, which will support the City’s commitment to ethical procurement practices and transparency.”
City Manager Dionne Mack added: “Claudia’s commitment to excellence and her extensive knowledge of procurement make her an ideal choice to lead this critical department. Her leadership will continue to strengthen our procurement processes and ensure that the City of El Paso remains dedicated to transparency, efficiency, and fiscal responsibility.”
Since joining the City in 2010, Garcia has “significantly advanced procurement strategies, driven process improvements, and enhanced operational efficiency. During her tenure, she has consistently demonstrated dedication and expertise in public procurement, which led to her promotion to Assistant Director in 2019. In FY 2024, she played a pivotal role in managing $256.2 million of the City’s $427 million annual expenditure, collaborating closely with key departments such as the Capital Improvement Department, Streets and Maintenance, Airport, Sun Metro, and the Office of Emergency Management,” the City said in its news release.
As the lead of the Purchasing and Strategic Sourcing Department, she will manage “critical initiatives” such as the Cooperative Purchasing Expo, Vendor Management, and the Hiring El Paso First Program, the City said.
Her leadership will also extend to develop workshops on contract administration, bid preparation, and vendor outreach, the City said.
Garcia holds both a bachelor’s degree in business administration with concentrations in management and international business and a master’s degree in finance from The University of Texas at El Paso.
Garcia holds two distinguished certifications from the Universal Public Procurement Certification Council: the Certified Public Procurement Officer and the Certified Professional Public Buyer, the City said.
