EL PASO, Texas (KTSM) — A registered sex offender was arrested after he offered $100 to a 13-year-old boy to see his genitalia, according to court documents obtained by KTSM.
Joe Hector Miranda, 47, of Fabens, was charged with criminal solicitation of a minor after he was arrested on Thursday, Sept. 4.
Shortly before 4:50 p.m. on Thursday, El Paso County Sheriff’s Office deputies were dispatched to the 100 block of SE River Street in reference to a subject disturbing.
Upon arrival, deputies met with the victim, identified as a 13-year-old boy, who said that a man had offered him $100 in exchange for him to show him his genitalia, according to court documents.
The victim also stated that the offender was walking north on S. Fabens Road, and the victim was able to point him out, who was approximately 40 yards away.
Deputies made contact with the man at the intersection of N. Fabens and Main Street, who identified himself as Miranda.
When deputies asked Miranda where he was coming from, he said, “I’m just walking around to clear my head.”
While on the scene, deputies conducted a wanted person’s check with dispatch, which advised that Miranda is a registered sex offender out of the Sheriff’s Office and is currently out on conditions of bond and not to commit any new offenses, according to court documents.
Miranda was then detained with handcuffs, placed in the back of the deputies’ unit, and taken to the location where the victim was located.
However, Miranda never had direct access to the victim. The victim also didn’t know Miranda was in custody in the back of the patrol unit, according to court documents.
Deputies then met with the victim again, who stated that around 4:20 p.m., he was walking to a friend’s house when Miranda approached him from the opposite direction.
Miranda then offered the victim $100 to see his genitalia, to which the victim did not understand and said, “I don’t have any money,” since he thought Miranda was asking for money.
The victim stated that Miranda repeated himself, and after hearing this, the victim became very uncomfortable, so he proceeded to continue walking. At the same time, Miranda kept repeating “please,” according to court documents.
Once the victim arrived at his friend’s house, he called 911 and explained what had occurred to deputies.
While speaking with the victim, he was able to describe that the man who approached him was wearing blue shorts, a black shirt, and a tan hat, which is exactly what Miranda was wearing, according to court documents.
While on scene, deputies spoke with the victim’s father, who wished to file charges against Miranda on behalf of the victim.
Miranda is being held under a “no bond” and remains incarcerated.
