EL PASO, Texas (KTSM) — El Paso County has issued a request for proposals (RFP 25-025) for a construction manager at risk (CMAR) for the construction of a new Office of the Medical Examiner (OME), the County announced in a news release on Monday, July 14.
The County said this is part of its voter-approved 2024 Capital Improvement Bond Program.
The project, funded through Proposition B, allocates $26.7 million toward acquiring land and building a state-of-the-art Medical Examiner’s facility that supports the County’s growing forensic and public health needs, according to the news release.
The County said that once completed, the new facility will provide advanced services in forensic pathology, morgue operations, imaging, toxicology, anthropology, odontology, and death investigations.
A pre-proposal conference will be held at 10 a.m. on Wednesday, Aug. 3, at the El Paso County Purchasing Department, 800 E. Overland Ave.
The deadline to submit written questions is noon on Thursday, Aug. 14.
The proposal due date is at 2 p.m. on Thursday, Sept. 11. The County said responses must be submitted either as hard copies to the Purchasing Office or electronically via the County’s bidding portal here.
The County said interested firms can access the full RFP documents by visiting the County’s electronic bidding platform and clicking on “Current Bids.”
“The CMAR model allows the County to involve construction professionals early in the design process, ensuring cost control, project quality, and efficient delivery of complex public infrastructure,” read the news release.
