EL PASO, Texas (KTSM) – El Paso County honored one of its own Monday morning, naming SSG James H. Green Jr. as the 2025–2026 Veteran of the Year during Commissioners Court ceremony at the Enrique Moreno County Courthouse.
The recognition, presented through an official county resolution, celebrates Green’s outstanding service, leadership, and continued dedication to the El Paso veteran community. Commissioners Court and local veterans showed support in-person.

In addition to honoring Green, county leaders also recognized PFC Eliseo S. Fernandez as this year’s Honorary Veteran of the Year. Fernandez, a 101-year-old World War II veteran, was commended for a lifetime of courage and sacrifice.
Fernandez’s grandson, Johnny Terrazas, who is inspired by his family hero was there to show his support.
“To recognize my grandfather’s service to this country… It’s a great honor for the community to support veterans in this town,” Terrazas told KTSM 9 News.
The court also issued a Resolution for Operation Green Light for Veterans, reaffirming El Paso County’s ongoing commitment to supporting and honoring those who have served in the U.S. Armed Forces.
County officials described Monday’s session as a meaningful celebration of service and gratitude.
