EL PASO, Texas (KTSM) — A gang member was arrested on Tuesday, Feb. 25, after he allegedly tried to flee from a constable sergeant deputy in South Central El Paso, according to the El Paso County Constable’s Office Precinct Three.
The County Constable’s Office says a sergeant saw registered sex offender and reputed “Gangster Disciple of Chicago” gang member James Robert Stiver, 38, walking towards the middle of the street at the 100 block of S. Awbrey.

The sergeant then attempted to detain Stiver for the charge of a pedestrian walking on a roadway. Stiver then fled on foot and ran into a canal area, according to the County Constable’s Office.
Stiver was then located shortly after. The sergeant then ran Stiver’s name for warrants and came back wanted for an active parole warrant for unauthorized use of a vehicle issued by the Texas Board of Pardons and Paroles.
Stiver had reportedly escaped from the El Paso Transitional Center in Horizon City back on Feb. 12, according to the County Constable’s Office.
Stiver was booked into the El Paso County Jail for the parole warrant and evading arrest and detention with a $7,500 bond.
