EL PASO, Texas (KTSM) — A 47-year-old man is facing animal cruelty charges after a year-old video surfaced allegedly showing him physically abusing a small dog, the El Paso County Sheriff’s Office said.
Charles Lee Lipscomb III, 47, is facing two charges of cruelty to non-livestock animals, the Sheriff’s Office said. Lipscomb, who was already in jail on unrelated charges, was rebooked into the El Paso County Detention Facility. His total bond was set at $15,000.
The Sheriff’s Office said they received a report on Friday, Aug. 1 involving what it called a “disturbing video” involving a man physically abusing a dog.
Even though the footage was believed to be recorded a year earlier, deputies acted, collected evidence and generated a criminal report.
The case was assigned to detectives from the East Montana Patrol Station, who identified the suspect as Lipscomb. They were able to secure two warrants for cruelty to non-livestock animals.
The dog is in good health and currently residing with its rightful owner, the Sheriff’s Office said.
The investigation remains ongoing, and additional charges may be coming.
“We take animal cruelty seriously,” Sheriff Oscar Ugarte said. “There is no excuse for abusing a defenseless animal, and we will continue to hold offenders accountable.”
