EL PASO, Texas (KTSM) — An El Paso nurse practitioner surrendered his license last month after he was accused of having inappropriate sexual relationships with his patients, according to documents from the Texas Board of Nursing.
Documents show that Victor Lee Ilog voluntarily surrendered his license last month after allegations of him having two separate sexual relationships with two patients and also having an inappropriate sexual conversation with another patient.

Documents from the Texas Board of Nursing show Ilog was first employed as a registered nurse in 2007 and became a psychiatric mental health nurse practitioner by 2025.
Documents show that the incidents took place from September 2021 through April, when Ilog was employed at Atlantis Behavioral Health Services and Grow Therapy as a telehealth psychiatric mental health nurse practitioner.
Documents state that when Ilog was employed at Atlantis Behavioral, he engaged in a sexual relationship with a patient during therapeutic sessions. During those sessions, he also focused on the details of the patient’s sex life after discovering that the patient experienced hypersexuality during a bipolar manic episode.
The patient had a history of attempting suicide, having a severe depressive episode, and severe mania that resulted from a previous relationship, according to documents.
In June 2023, the patient and Ilog then began a sexual relationship during their sessions, and would communicate inappropriately through text and WhatsApp. They also saw each other outside of the office on two occasions, according to documents.
Documents state that the patient gave Ilog one of her prescribed Xanax pills and invited him to a “pharmaceutical dinner.” Ilog also told the patient to delete their conversations during one of their therapeutic sessions.
From July 2024 through April, when Ilog was employed at Grow Therapy, he engaged in another sexual relationship with another patient, according to documents.
Documents state that Ilog developed a personal and romantic relationship with the patient during a period when she was receiving psychiatric medication management.
While employed as a certified nurse practitioner at Atlantis Behavioral, Ilog violated a nurse/client relationship again when he told a patient that he had an arsenal of guns and that his wife had an arsenal of vibrators and recommended the patient to get a vibrator, according to documents.
In January, Ilog discussed the state of his marriage with that patient, and on April 16, he encouraged the patient to take Ecstasy for sexual pleasure and said that he would allow his children to take the substance. He also showed a naked picture of himself to the patient, according to documents.
Regarding the last patient, Ilog denied the allegations and stated that he never used profane or sexually explicit terms with the patient and kept the discussion professional, according to documents.
The Texas Board of Nursing states formal charges were filed against Ilog on Sept. 5.
