EL PASO, Texas (KTSM) — Two Texas Education Agency conservators who have been overseeing Socorro Independent School District for nearly two years are set to leave next year.
The school district confirmed that conservators — Andrew Kim and Michael Hinojosa — will leave sometime after February 2026.
Both were appointed by the TEA in April 2024 to oversee SISD after an investigation found that the district was dealing with leadership issues and had improperly graduated students in 2019.
Conservators are expected to help implement and sustain improvements within two years of placement, according to the state education agency.
Their departure could also be contingent on whether district voters approve a tax-rate proposal, called a “penny swap” by the district, during voting on Tuesday, Nov. 4.
The tax rate proposal could generate nearly $50 million a year in revenue for the district. District officials, however, said it would not result in a tax increase for district residents.
