EL PASO, Texas (KTSM) — The Texas School Nurses Organization has named an Ysleta ISD member as the 2025-2026 Texas School Nurse Administrator of the Year.
Sylvia Belmontes, Ysleta ISD’s director of Student Health Services, was honored with the award during the TSNO conference on Nov. 1 and 2.

“We commend Ysleta ISD for fostering an environment that values and supports exceptional nursing leadership,” TSNO Executive Director Becca Harkleroad said. “Ms. Belmontes’ achievements reflect the district’s commitment to student success & comprehensive health programs that make learning possible for every child.”
Belmontes was chosen for the award for her “steady leadership and vision, outstanding contributions to student health, mentorship of nursing professionals and the meaningful professional impact she’s made across the Southwest region,” read the news release by YISD.
Belmontes has 18 years of experience in school nursing and oversees a team of over 70 nurses. She is also the chair of the Southwest School Nurse Alliance, which unites directors, coordinators, and lead nurses from nine school districts in the El Paso area. This alliance works together to share best practices and ensure compliance with changing state laws and regulations.
