After all, soaring inflation was straining the already meager finances of districts across the state, and lawmakers had at their disposal a $32.7 billion budget surplus. Spending some of that money on the urgent educational needs of the state’s children might have seemed like an uncontroversial proposal. Instead, the unthinkable happened: Legislators left Austin without putting any significant new money into schools or giving teachers a raise.
